The Facilities Manager is responsible for planning, direction and coordination, through a staff of skilled, semiskilled, and unskilled trade personnel, the activities concerned with the operation, repair, maintenance, preventative maintenance and construction of the Dena'ina Wellness Center facility, equipment, buildings, and grounds to minimize disruption and improve efficiency. This position provides support to KIT special events and is responsible for maintaining compliance activities and documentation for, environmental/ life safety regulation compliance, accreditation standards, LEED certification, regulatory codes, and guidelines associated with healthcare and business occupancies. This position has supervisory and budgetary responsibility.

• Bachelor's degree in facility management, engineering technology or related field, or a breadth of experience in all facets of healthcare facility maintenance and equivalent combination of education, training and experience.
• Four years' experience in operation and maintenance within facility maintenance department or in building trade OR two years' experience in an operation and maintenance department or in a building trade and two years in an accredited healthcare facility and three years mechanical or electrical experience, one year experience supervising journeyman level trade personnel, journeyman level or equivalent in a maintenance trade.
• Two years of experience directly supervising and managing staff, including experience in planning and assigning work, performance evaluations, training, hiring and development.
• Knowledge and experience in budgeting and planning.
• Excellent technical, interpersonal and analytical skills.
• Computer systems knowledge.
• Highly organized and skilled with time management.
• Strong customer service skills.
• Ability to perform heavy work, stoop, kneel, crouch, and use power tools or other kinds needed for maintenance of the facility.
• Valid driver's license and remain insurable under KIT insurance policy.
• Must meet compliance with ICPA and DHSS
• Certification as a facility manager.
• Advanced practical knowledge in plumbing, pipefitting, electrical, carpentry, painting, grounds maintenance, and the ability to supervise journey level staff in these positions.
• Advanced practical knowledge and proficiency in researching, interpreting and applying mechanical, electrical and life safety codes.
• Advanced knowledge of operation and maintenance planning, budgeting and overall management.
• Diagnostic skills for organizational, operational and systems problems.
• Ability to plan, implement and evaluate program objectives and performance priorities.
• Ability to manage healthcare facility operations during emergency and disaster situations.
• Ability to supervise and coordinate the activities of mechanics, installers and repairs.
• Specialized license or certification related to facility maintenance
• Knowledge and experience working with Alaska Native/American Indian people
• Develop and manage program for operation and maintenance of buildings and grounds including various contracts required to perform necessary work, maintains a current and comprehensive preventive maintenance system, assess and assigns workload according to trade, ability, and knowledge of equipment.
• Maintain inventory of critical supplies and spare parts.
• Manage a work order system, prioritizes and assigns work orders, and provides feedback to Owner.
• Develop and monitor program budgets.
• Oversee routine and critical maintenance repairs and manages emergency maintenance situations.
• Evaluate the operation and maintenance program to ensure sufficient quality and quantity of work is performed.
• Manage all program human resource activities.
• Assess, plans and coordinates training and mentoring programs.
• Develops and implements departmental and interdepartmental policies and procedures.
• Develops, establish, manage and maintain service contracts for all outsourced services, equipment and system maintenance.
• Identify and implement energy reduction strategies. Ensures continued compliance with requirements to maintain Leadership in Energy and Environmental Design (LEED) certification.
• Manage and/or supervise environmental/housekeeping services program and/or contract including personnel issues, training, scheduling, financial elements, and policy and procedure development and implementation.
• Manage in-house maintenance projects. Gather project information from program managers. May prepare construction specifications or plans, obtaining advice from engineering consultants, assembling and analyzing contract bids or quotes, and submitting bids and recommendations to superiors for action. Develops conceptual design and cost estimates and present for approval. Prepares and submits permits as necessary. Manages and evaluates project activities.
• Participate in management meetings as required.
• Ensure facilities meet applicable accreditation standards and regulatory requirements. Interact with the safety officer on facility-related safety issues. Maintain security access systems.
• Support capital construction projects by participating in design reviews, coordinating moves, providing labor and general supporting of construction activities. Provides project information to program staff.
• Participate in facility master planning. Gathers data as directed for future program needs. Collects information on future and current space needs.
• Maintain accurate records of the condition/and warranties of equipment and other systems
• Participate in the development of policies and procedures that affect the use of supplies and facilities
• Develop overall program for cleaning, repair and maintenance of facility.
• Evaluate the work quality of staff.
• Ensure environmental/safety regulation compliance (i.e. maintenance of material safety data sheets on chemicals in the building).
• Support facility events and renovations by providing set-up and configuration of furniture.
• Performs other duties as assigned
